Last time I talked to an American about tarrifs, it seemed like what we ask them to pay is the local VAT… he didn’t understand that here, VAT is higher because companies deduct some of it (which they don’t do in the USA)

What does the left column mean, what is the «European/Chinese/Fijian tariff on US products»? Do you want to know how these world-wrecking tariffs have been calculated?
Let’s imagine the small Asian country of Burmini. If the US imports from Burmini 200 million dollars and exports to Burmini 30 million dollars worth of products, they simply put as «Burminian tariffs on US prducts»:
100% – 30/200 = 100% – 15% = 85%
And they can write that Burmini places an 85% tariff on them… Check the international trade figures and it will match perfectly. What if the trade balance is favourable to the US or close to even? Simply write 10%, as a gift (ex: UK).
Then the international tariff is simply half of this mystical number they made up. For the fictional country of Burmini, it is:
85%/2 = 44,5% ≈ 45%
If its value, by chance, is less than 10%, make it 10%, just in case (ex: Costa Rica).
