As for us in the UK, we’re really behind the curve on this. It’s important. At the very least I would have made an effort to bring ARM fully back now that we all realise how important these things are on a national scale.

No of course it is not too late, chip making is still a progressing technology that will be relevant for decades. This need isn’t going away, we have to start at some point or these shortages will keep happening until we do. We not gonna wake up one morning and found microchips obsolete. Asking if this is too late is like asking if it is too late for some rural countries to industrialize. Obviously not.
