1. USA already had high tariffs on solar cells, so reducing clean energy funding is only going to hurt domestic solar production – it’s not going to affect the Chinese export market.

2. Once countries start charging green tariffs to offset their carbon measures costs when trading with non-compliant nations such as USA things will become more difficult for laggards.
