To be honest, most wealthy people probably have most of they money offshore or held by offshore companies and trusts, so how much difference will it make?
Maybe we should have a luxury goods tax again or large levies on personally importing goods from overseas. Perhaps stamp duty that is not much at all on your average home, but is heavy for very expensive properties. Also make all fines reflect income. Rich people often aren’t bothered by fines unless it harms their reputation or freedom. Because they can afford the fine, many take the point of view that they can afford it, so why not gamble and possibly save money. The rest of us can’t afford the gamble, so obey the law.
