This old gague that was used for the gas in my parents house about a decade ago was and still is ticking like a clock randomly all of a sudden? Does anybody know what this means?

That is called a timer switch .. the clock sets when the heating comes on and goes off. If it is ticking it means there is power going to the switch which is powering the clock . If the heating system is gone now and you don’t need it you should get it disconnected.

I have the exact same one for the heating in my flat and it’s almost always ticking

There must be a fuse in the fuse box for it, hopefully labelled “Immersion”, turn it off.
