  1. It’s going to be fairly academic soon, if it’s not already.

    The shadow fleet is only necessary where Russia is selling oil above the price cap.

    The price cap is still set at $60, which was estimated to be the point where Russia makes just enough for it to be worth exporting oil, but not enough to support war spending.

    Brent is now in the low 60’s, with Urals oil typically trading at a $10 discount to Brent. So they can go back to western shipping if they like, we no longer care.

  4. This would be an excellent step forward.

    It is also absolutely necessary and would be incredibly effective at reducing the flow of war materials into Russia. If you actually could eliminate the shadow fleet, Russian drone activity would be crippled.

    So obviously Trump will veto it.
