1. Well, no he didn’t, but that won’t be apparent until SCOTUS opines.

2. Now we get to design them from scratch. Carbon taxes, and other pigouvian taxes, should be a priority; for any environmentalists that survive the trenches of the next few years, with their voting rights intact.

3. It’s more like he’s waging an attack on our system of laws and this is just one battle front. Whether he wins the battle or the war, both remain to be seen.
