If/when the SAVE act passes, I think the closure of the consulate would prevent America citizens in Scotland from voting, because of the requirement to present your documents in person in order to vote.
They will, however, be happy to still collect taxes from US citizens in Scotland.

I’m an American citizen living here. When my youngest sibling dropped dead unexpectedly the Consulate in Edinburgh was able to help me get an emergency passport for my infant daughter so that I could attend the funeral.
Without the consulate in Edinburgh I would have had to travel in person with my baby to the Embassy in London while postpartum and grieving my baby brother.
All this is going to achieve is to needlessly make accessing government services more difficult for US citizens living in Scotland.
As an American who has been in Scotland for nearly a decade, this is a bad move. We have to use services at the consulate every 2-3 years and having to travel to London or Belfast is expensive and a pain.
I know the US is a mess right now, but this isn’t good for anyone.
I mean, a lot of you guys are acting like this is a win against the US but it just makes it trickier for Americans who live here if they want to do anything involving paperwork. That would probably make it harder for them to vote and the US folk who live here tend to do so because they’re left of the country.
People cheering this are letting their nationalism override their thinking.
No consolate in Scotland makes it harder for Americans to vote or access diplomatic services. It’s another cut in the death of US democracy which we’re all going to end up paying for.
