  14. Honestly, it is a common PR tactic. It’s especially useful at events where the crowd is likely to remain silent, and “icebreakers” help engage the audience. But it’s also common if you want to reiterate talking points.

    I’m certain that totalitarian states might use it, but this tactic is used all the time in totally innocent and perfectly legitimate endeavors.
