Let the water flow into your washing machine?
That is if a washing machine or dishwasher is connected to the tap. That is where the water is turned on. And you have to remember to turn it off if the machines are not on.
On/Off for the water flow if you have washing machine. There should be something similar on the kitchen tap for the dishwasher.

Like others have pointed out, it’s the auxiliary water outlet for washing machine / dishwasher. Idea is that you only open it when using those machines, as it makes sure if the fitting breaks or any other such catastrophe hits, there won’t be flooding to go with it.
Usually insurance companies deny your claim if you have a flooding and that was open and you weren’t at home. So it can become VERY expensive mistake.
