The UIRVDA Board approved Ordinance No. 25-015 to add territory to its Enterprise Zone in unincorporated Kendall County on behalf of Oswego Petroleum Inc., paving the way for a truck stop and strip mall redevelopment at Route 31 and Light Road.
“This is a project that’s still in very early stages,” said UIRVDA staff. “They’ve just engaged with an engineering firm to begin the site plans and permitting process.”
While UIRVDA approved the ordinance, officials emphasized that they will delay submitting the application to the state until local permitting and zoning processes are completed. “Our intent is to approve the ordinance now, but hold off on submitting it to the state until local permits and zoning approvals are secured,” staff said.
The ordinance passed without opposition.
The Upper Illinois River Valley Development Authority (UIRVDA) is a regional economic development agency established in 1990 by the Illinois General Assembly. It serves nine counties: Bureau, Grundy, Kane, Kendall, Lake, LaSalle, Marshall, McHenry, and Putnam. UIRVDA’s mission is to stimulate economic growth and job creation across its service area by providing financial tools and incentives to businesses and communities.
UIRVDA offers low-cost, double tax-exempt bond financing for capital improvements in sectors such as manufacturing, housing, education, and not-for-profit organizations. Additionally, it administers the UIRVDA Enterprise Zone, which provides incentives like sales tax exemptions on building materials and investment tax credits to businesses that invest in property and create jobs within the designated zones. Through these services, UIRVDA plays a pivotal role in fostering economic development and enhancing the quality of life in the communities it serves.
