It is a response to Gazprom trying to change ownership of their German subsidiary outside of the normal regulatory process for doing so.
Though I’d say the odds are fairly good the Russians did this on purpose to Justify the nationalization of German corporate assets.

My understanding was that Gazprom German was shifting some of its gas out of the country and things like that, is that true? Would make sense to freeze it ASAP.
