You normally not buy them. They are handed out but the system is different everywhere. Some places stores give them out, other times town hall, sometimes you need coupons, sometimes not.

In the village I lived in the townhall gave them out, in the city I live in a store used to give them out when you give them a Coupon from the Müllkalender and now they completely removed the yellow plastic bags entirely. Now theres only 1 big container for plastic trash

As others have already said, you don’t buy them, you get them from your Kreis (county). They all have their own way of handling yellow bags. Just so you know what it can be like, this is how it’s done where I live:
One roll of yellow bags is distributed to every household in the district every autumn. You can also get yellow bags free of charge year-round from the district office in the main city, as well as from all town halls and local administrations, and from the responsible waste disposal company.

You get them for free at supermarkets or the local Wertstoffhöf – But just a warning, it seems you have pieces of paper in there 🤗 (just stating this as the first time I took a yellow bag to the recycling center I got scolded for having a piece of paper visible through the yellow bag…)
When I first moved to Germany and had no idea how to get them, I ordered them from Amazon. Had enough to use for the next 3 years.
