I mean, is anyone going to stop them? No point having rules if they aren’t enforced. What are they going to do, track them with radar guns (and then politely ask them to pull over so they can be fined, because they don’t have number plates so you obviously can’t just record their details and send them a fine in the post).
Cyclists should just be banned from pedestrian footpaths in most places IMO. Stick bollards and gates up. Pedestrian footpaths are for pedestrians. Cyclists can cycle on roads or in cycle lanes.
Cyclists need to treat us pedestrians the way they want to be treated by cars. As a pedestrian, cars seem to treat me a lot better than cyclists – if I press the button at a crossing and the lights turn red, I can be pretty certain that the cars will stop. Cyclists on the other hand will just fly through, they don’t care about traffic lights.

Oh look, more London problems set to ruin cycling for the rest of the country.
Because the whole country must jump to London’s mass mental illness.
Is it common for bikes to be doing over 20mph through royal parks? Outside of illegal e-bikes and serious riders on serious bikes there aren’t going to be many getting that speed for any amount of time.

At some point you’ll realise the flying of the handle response to stuff like this is why people see cyclists in such negative light.
I’ve had my fair share of abuse shouted at me from pedestrians for going past them fast. Usually a bunch of them walking side by side, the c###s are taking up a 15 foot wide path to themselves but I’m the one in the wrong.
You can buy cycle speedometer and they are very cheap on amazon.
You can even use a GPS speedometer app on your phone attached to handle bars.
Speedometer limits apply to all road users even cyclists.
We need urgent action on electric bikes that are modified and behave like motorbikes.
This has been raised because of Regents Park. It’s a road not a pedestrian path and 100’s of cyclists use it to do loops in a peloton. It’s not difficult to far exceed 20mph. But it’s also not difficult to ride at faster speeds and be safe. The loop is mostly not that busy with pedestrians crossing. There are specific parts where there are a lot of pedestrians, the North Side where London Zoo is, the South East side where people cross the road to get into the park and the West side where Baker St joins the Outer Circle. If you slow down and are considerate to pedestrians in these spots, it’s very safe.
The problem is that cyclists are too aggressive and think they own the road. If they were a bit more considerate , there wouldn’t be a problem with travelling at higher speeds in the correct spots.
Pedestrians crossing the road, staring at their phones with no awareness of what is around them don’t help matters. This is true all over London. I commute and the amount of times pedestrians have stepped off of the pavement almost onto my bike is astounding. Sticking to 20mph doesn’t stop you from hitting a pedestrian that steps off of the curb into the road right in front of you. You have to be really careful as a cyclist in London to avoid pedestrians walking into the road, erratic drivers of vehicles and worst of all, crazy other cyclists!
Better cycling infrastructure in the city would help.
