Why is a non-democracy inviting democracies to a summit about it? Does it need some tips?

I hope something comes of this. Europeans and Americans have our differences but at our core we must all fight for the reemergence of global democracy. Also fuck Orban Erdogan and PiS.
Why not Kosovo, Serbia and Bosnia? They aren’t perfect but they’re better than Iraq.

I wonder what the rationale is for inviting Malta VS San Marino. Both are small enough that they could have easily been forgotten (no offense,) and both have a long history of democracy from what I’ve read in the past. I mean, San Marino is supposedly the world’s oldest constitutional republic. And yet Malta gets an invite, while SM doesn’t. Does Malta have some sort of tie to the US that I didn’t know about?
