This is not from WW1. It is a still from a 1929 film called The Guns of Loos. The scene that is depicted in this photo is Piper Daniel Laidlaw from 7th KOSB winning the Victoria Cross when he rallied his comrades prior to going over the top at the Battle of Loos. The strange head gear is his rolled up gas mask.
