

Hi! I'm on vacation in Latvia near Riga right now. Me and my gf were inside of the Kemeru Park where the parking is situated. It was a late hour, there was no one else there and we thought that the parking is free.. until we received a parking fine for 25€. It's not like I don't really want to pay that, but i would wand to know whethere someone else was in this kind of situation and if it is legal/the "operator" will contact us for parking the ticket if we don't pay it?

This is a company with the sole purpose to service parking, and yes, issue tickets. I think they would go bankrupt if they would not do anything about people not paying it.
Also yes, it is legal. If you park somewhere where the parking is paid, you enter into a contract, and you are liable to pay the penalty if you do not fulfill your end of the contract.
So depends on how far away from you are, these guys do chase you and try to collect debts, but they aren’t the actual police so there’s that, take it for what you will. I know that EuroPark has some recognition and power within the Baltic’s and can reach you, these guys .. if you’re willing to gamble, let us know how it works out.
If you dont intend to return to this country then just forget about the fine
If this was issued by the local authority (government, I’d say 100% pay, they have to pursuit you and will turn against you next time they see you in the country)
This is a civil matter. Low chance of them pursuing you abroad for 25eur. Sometimes these machines are not really according to law and they’re just happy people don’t fight them, meaning – if a parking machine at the shoping mall asks you to enter your license plate number and does not issue you a document proving you’ve registered, how are you supposed to defend yourself in court if they claim you never registered – thus legally such case would be 100% invalid as it was state buy sone lawyers here.
Regarding this case, ir you’re not local, I’d say – fuck them.
Fines and debt collectors can ruin you cross countries.
25€ is really not worth the potential risks.. especially, if you can admit the fine is justified
