After a quick google search I didn’t find anything stating that it is illegal.
Although be careful when you are using it as to not disturb your neighbours etc and to use it only for observing the stars and not stalking someone because then it will be a problem.

Not illegal. With 250 days of sunshine (and corresponding clear nights) a year it’s almost obligatory.
Light pollution in Athens is pretty bad, but you will still be able to do some planetary observations. There is a fairly active[ online community](https://www.astrovox.gr/) that also organizes events/trips (or used to, back in the day).
