From everything I’ve heard, the main thing holding solar and wind back is planning applications. Make it easier for these to go ahead, maybe reintroduce some solar subsidies and it would take off sharpish.

Restrict the cheaper power to permanent domestic residences? Maybe set a daily usage limit?
It’s absolutely insane that any factory/ warehouse/ industrial building bigger than a couple of tennis courts doesn’t have solar panels installed. They payback can be as low as 3 years depending on which way your building is facing. Some companies will even lease your roof from you!
Capital expenditure tax relief and then 30 years of free power, plus sell back to the grid, dunno why anyone would turn it down
