    Dmitry Fuchedzhi – the head of the public security police, who gave the order for the police not to interfere, fled to Russia the next day.
    Vladimir Bodelan – the head of the Ministry of Emergency Situations, forbade firefighters to go out on a call, fled to Russia, holds the position of deputy head of a district in occupied Crimea.
