Maybe start paying US Citizens $25,000 each including a passport to leave the country… Oh and create an easy pathway for US Citizens to go to Canada or Mexico or abroad. I mean if the government has supposedly cut waste (DOGE) to the tune of $160 billion (supposedly) I’m guessing that the government can afford it.

The fine print states “your $1000 will be placed in your commissary account in El Salvador.”
Yeah, just ask the lady who was asked to come in for her residency hearing and was deported.
