i believe Putin made a major mistake here. he should’ve kept Trump happy, agreed to a ceasefire, renegotiated Russia-USA relations, offered him a carrot in way of some economic win that Trump can spin to his base as an achievment, and later manipulated Trump into making decisions that hurt Ukraine and Europe. instead Trump is pissed off at Putin and forced to side with Ukraine/EU.
Putin probably calculates that war is detrimental to his regime security, but he could start it back up at any point theoretically.
the scary thought is that this was as good as an off-ramp as Putins gonna get and I imagine he knows that. declining means that he is confident he can amass enough troops and firepower to keep the war going for at least a few years.
