Weren’t they already open? I remember using the ones on the other side some time ago.
These are no stairs. They are decorative openings. But people started throwing bottles down there so they closed them until they find a better solution.
I have also noticed that below these openings there is always some kind of build-up on the ground, like a “stalagmite”, maybe it’s also why they’ve closed it to keep the ground from becoming ruined, or possibly even dangerous?
