A country where 1% of energy stems from gas that is 100% imported from Russia is no more reliant on Russia than a country where 25% of its energy stems from gas of which only 4% comes from Russia.
Also, a large chunk of our oil comes from Russia aswel.

How come that the gas prices in Belgium went through the roof if we import relatively so little from Russia?
Quick reminder that gas prices are determined regionally – even if we only get a small share of gas from Russia, the price we pay for it is still influenced strongly by their actions.
The underlying principle is simple: if we collectively stop buying Russian gas, those Russia-dependent countries will need to start buying it elsewhere (= where we buy already) which will drive up prices.
