Reading the whole article I think you get a good explanation why things are like this. So I don’t understand why do you need an explanation. With the last two years taken into account it was rather hard to find a job and keep it, especially if you’re an untrained worker or if you don’t speak German at a decent level. The article doesn’t say that 65% of Syrians are unemployed, an uncertain number gets partial help from the government because they don’t earn enough.
