First of all Ukraine is not a NATO member and secondly inviting them will only signal to Russia that they were and continue to be correct about NATO expansion into Ukraine which will further decrease the likelihood of successfuly negotiating a peace deal.

Since UA is not a member of NATO yet, that seems a fair stance. What would UA hope to gain if they were allowed? Surely there are ways to achieve it’s goals outside this summit.
