The increase in (unfounded) complaints is probably due to anti vax, conspiracy theory pages like [this](https://m.facebook.com/LawyersForJusticeIreland/photos/a.112038417795065/256344590031113/?type=3&source=48&__tn__=EH-R) providing form letters to their slabbering idiot followers to send in as complaints, wasting the time of all concerned…
