most likely, but nobody checks them. just look how much scam adds you get on facebook. You can try to report but, good luck.

Most YouTube adverts I see these days are blatant scams
I listened to a podcast about this recently. No it’s not legal. But apparently they change their app so quickly so often that it can’t be checked
Google/Facebook looked into this ad and found that it did not violate the terms.
Have been reporting this and the scam survey ads pretending to be aldi/lidl/etc with free offers. Suspect they know how to get around the automated checks and swap out the content when checks are done by the ad network admins.
As always when people complain about things they think are against the rules.. Did you at least report it?

Betaalde scam advertenties zijn dan wel weer normaal…
Google says these scams do not violate their ToS.
Meanwhile I get my honest reviews removed from Google Maps because of defamation.
try reporting it to argenta bank.
