Denmark is not true. Jacob Brønnum Scavenius Estrup ruled as a dictator in all but name from 1875-1894. Basicly because he had the support of the king and because of Denmarks constitutional mechanics he could rule by decreees with backing from the Danish house of lords(landstinget). But having nowhere near backing in the lower house.
He is known for putting up the railroads, founding the city of Esbjerg, and even though he was anti-reform, he somehow managed to modernize Denmark at the same time. Sort of like a benevolent dictator. Which is also why his legacy is quite disputed. Basicly a conservative dictator, that also managed to move the country forward. He did good shit and bad shit.
Willem 1 tried to be an absolute monarch around 1815, but failed in an absolute way. And now we’re all stuck with Belgium
Oliver Cromwell would qualify as a dictator, no? Also it’s not like monarchs with actual power are any different in practice.

From about 1682 up until 1721 the king of sweden had absolute/dictatorial power, and then again (but more limited) from 1772 to 1809 so this map is kinda bullshit.
