In 2020, a german citizen (30) started chatting with my friend’s sister (16), a USA citizen. Now 32 and 18.
He has been discussing hate speech and other bigoted ideologies with her. He has also developed a romantic relationship and intends to meet her. He is a university professor.

We have screenshots from their chatlogs. How he has been grooming her and planning for her to move to Germany.
We know his name, workplace and city. We have taken no action yet!
We are thinking of how to move legally.
We’ve done some google search… But we feel somewhat lost.

What are the right institutions to contact and inform? Any guidelines you would propose?
We tried speaking with her many-a-times and it seems the psychological & mindset damage… needs attention from a therapist.

As sad as it is: she is 18, there is nothing any authority can do. She is of legal age and free to move to any country she wants (and that lets her immigrate).
University professor at age 32? I mean, I know one who managed, but I’m still calling bullshit.
This is a bit tricky, because while the age gap is a bit on the large side, your friend’s sister is, at least in the eyes of German law, an adult. And was already an adult at 16.
Do you have any reason to believe he isn’t what he claims to be? What exactly do you mean by “discussing hate speech and other bigoted ideologies”?

Well, she’s 18 so she can do what she wants.
Also how is developing a romantic relationship a bad thing? Yes the age gap is large, but if they’re both happy?
Well, your friend’s sister isn’t a child anymore (and also wasn’t one at 16), so what she does with that older fellow is none of your business.
