I dont know on what date you want to travel, but you can’t book most of the time when the train has left its first station.
The train has been removed from the DB reservation system. In theory it will be added again and you can proceed with your seat reservation (this can range between an hour and several days though).
It‘s a train ride out of France, so seats are included in the ticket. You do not have to reservate them separately, they are assigned to you automatically.
You do know however, that this is just the seat reservation?
It’s not a ticket. On trains to France you shouldn’t need to book a seat reservation, because it is included in the ticket. And if you have a second class ticket, you cannot book a first class seat reservation and sit there.
