
I started seeing these awhile back, however I didn’t manage to get to the bottom of this – why are there designated female parkings in Germany? What actually triggered it, and what are the rules for it – female drivers only, or both females and passengers have to be females?

Nothing specific “triggered it”. My university had some in the parking garage 20 years ago.
It’s security theater – women are supposed to be/feel safer if they don’t have to walk over a big parking lot or through a garage because that’s cliché “stranger jumps up from behind a car to mug or rape us”. Statistically, most rapes are of course not committed by random strangers jumping out of the bushes, but in places where we feel safe, by men we know.
It’s not legally binding, it’s just a recommendation/you are asked to leave them free.
These are parking spots that are close to the exit or have good lighting, to help protect woman from (sexual) assault/make them feel safer.
Women parking spots means better lit and shorter distance (most of the time), so that women feel more safe if it is already dark and /or late.
