Just attach the hook at one of the three little things you see inside the hole. No need to drill an extra hole for it.
Two options:
– drill in the middle of it, mind that your upper floor neighbor doesn’t want to step in screws
– drill left of the hole, cable come from the right, so the probability is low that there is another one. Either your lamp has a big enough cover or get one of these white cover tops.
Just ask the people living upstairs if they tolerate a tiny hole in the floor with bolt and nut.
