Yet it isn’t tho. That money could go to funding our own railways which are in dire need of funding.

“England and Wales” because Scotland has full devolution.
England and Wales is such a fucking nonsense category that needs to go. All it does is allow the UK to withhold money from Wales and obfuscate the true situation in Wales.
Oh no, Cardiff and the surrounding region will have missed out on extra funding.
Aka Scotland gets a Barnett consequential but Wales is made to pay again.
