Italy’s ambitious plan to enhance its broadband infrastructure has encountered significant delays as state-backed telecom firms Open Fiber and FiberCop struggle to finalize terms of a potential agreement. According to a report by Reuters, efforts are underway to expedite the rollout of an EU-funded network, but progress remains slow.

The initiative, valued at 3.4 billion euros ($3.9 billion), aims to equip over 3 million buildings across Italy with ultra-fast broadband by June 2026. However, data from the IndexBox platform reveals that only half of the targeted buildings have been upgraded so far. Open Fiber, responsible for 2.2 million of these buildings, is trailing behind FiberCop in its deployment efforts.

In an attempt to meet the looming deadline, Italy is contemplating reallocating some of Open Fiber’s responsibilities to FiberCop, which has expressed readiness to assume the tasks at cost price. Nonetheless, negotiations between the two companies have proven challenging, with Open Fiber resisting the proposed terms due to concerns over the feasibility of a swift spin-off and the need for a fair valuation of its areas.

As the companies continue to deliberate, Italy remains behind its European counterparts in high-speed internet coverage. Currently, approximately 60% of Italian households have access to ultrafast broadband, compared to the EU average of 79%, according to EU data.

The Italian government is also exploring the possibility of merging Open Fiber’s assets with those of FiberCop to establish a state-controlled, wholesale-only telecommunications network provider. Open Fiber is primarily owned by state lender CDP and Australian fund Macquarie, while FiberCop, spun off from Telecom Italia (TIM), is part of a KKR-led consortium that includes Italy’s economy ministry.
