There are services like that here as well. Check [Premium Plus](https://www.premiumplus.lv) or [Īsta Dāvanu Karte](https://www.ista.lv) for prepaid gift cards. Unfortunately, there’s no English, but Google Translate should do well.
As for greeting cards, there’s a service called [Pasta Balodis](https://pastabalodis.lv/en) that does just that
