It’s nothing too complex or scary – they want to see the couple in person, check their IDs/residency permits, you need to fill in some forms and pick a timeslot within the next 3 months for the official ceremony/signing. Typically, Saturdays are most popular, so if you want that, it’s likely going to be at the end of the 3 months.
It’s not some sort of interrogation or test, no worries.
They give you a form for the witnesses too, which you can fill in later.
(experience in another canton, but I expect it’s similar in Neuch)

Looks like Vaud. God help you, the Vaudois administration is one of the most obtuse in CH. My wife is Vaudoise and we fled to GE after all the hassles of VD bureaucracy. I learned French with my Vaudois buddies, and I love them, but the police, état civile and contrôle de l’habitant are Nazis.
