I came across this article in the regional newspaper of my city (Freiburg). If both the parties were unhurt and no one had a complaint, why are the Police still concerned about this incident ?
Is it just to complete some formality since someone in the neighborhood reported the incident to the Police?

If you are involved in an accident then you have to stay and give the other participant(s) the opportunity to collect your identity and any other relevant information. It looks like this driver did not do that, so it is “Fahrerflucht” which is a crime.

From a practical perspective, even if the cyclist said they were not injured in the immediate aftermath, it’s still possible that they could discover an injury or damage later.
Clearly someone did have a complaint since someone must have reported this to the police.

The cyclist was injured and the cycle was damaged. And even without it, you have at least exchange contract information if you was involved in a incident.
The car driver will be fucked hard. Hit and run after an incident with injury will result in a hefty punishment.
