I thought it was illegal to deny tap water in bars and restaurants. Not once have I had an issue with this.

I drunk tap water in Valencia when I got here for 10 days and that was enough to get a brown spot on my front tooth. Never again, not even for free.

As far as I know it was like this before too, because every establishment that served any kind of alcohol had to give free water, which basically means all bars and restaurants
If you order a glass of water in Spain there is exactly a 50% chance you will get a glass of water
