I transcribed half of it until I got bored, but basically it is a request to get money – 681 CZK (which was obviously worth much more than today) – from the ‘orphanage cash register’ due to coming of age for František Mrázek, that by then apparently already lived in Chicago.
Hard to say which year it is actually from, but the last date mentioned is 1936, so not before that.

When someone got orphaned and his parents had money/assets, he cannot handle it’s money until adultenes. There were something called “sirotčí pokladny” – let’s say orphan’s fund. All money were transfered into this fund who tried to “invest” it to fight inflation, just like today’s banks/funds.
When you become adult you were able to collect your share.
Funds were under control of court (just like money of non-adult orphans are today too) and letter at image is court order to payoff František Mrázek from this fund.
It seems he had 2 sibilings (records in “Majitel účtu”) and according to year he asked for money late after getting adult. It is definitivelly after 1.1.1936 as last sentence says, he should get interest from debt after this date too.
