Depends where he’s is talking about. Places to the east of London, where I think he’s from, have become ever increasing shitholes. Places like Romford, Elm Park, Rainham and Dagenham have all sunk massively in the last 15 years.
Obviously London is vast and some places won’t have gone the same way.
But acknowledging the declining living standards of places like that isn’t a dog whistle.
To be fair, as much as he is using classic over the top provocative language, he’s a street market seller here. He’s been a market seller here for decades. I assume he has family in it (before he started it as its an odd thing to get in off your own back) or at least friends in it too.
I think its also pretty fair to say that a street market is front line for crime, with it being an obvious and fairly easy target for criminals.
Not saying “London has fallen” or anything, but I would think its reasonable to conclude he likely has a fairly seasoned experience of London crime and how its changed over time. Far more so than people who talk about London on reddit and have been here since Covid at least.

Jesus what a load of drivel, sure the streets aren’t completely safe, but in what city are they! It’s definitely better than it was though! 25 years ago cab drivers wouldn’t even go south of the river after dark. People seem to have real rose tinted glasses when they look at things like this.
Brixton, Clapham, Peckham places you would get yourself in some serious trouble back in the day. And that’s just a few of the places. Pretty much everywhere across the board is safer in some way.
Categorically wasn’t safer 15 years ago. Let alone 20+. This is a classic conflation of the loss of a sense of a London community in the face of relentless development and ever more transplants, with it being less safe. There are fewer and fewer community pubs. There are fewer things which make London distinctive. But it is categorically safer. Both anecdotally and statistically.

side note: i think people underestimate how dire the east end used to be.
after the war for those who could, moving further out where it was cleaner / greener / safer would have had a big impact on a lot of people’s quality of life.
there seems to be so much classism in the derision of people from suburban east london / essex.. more often heard from gentrifiers than born & bred.
