Arguably the simplest solution would be to give councils ringfenced money to build social housing and reforming the planning system so they can do so without being frustrated at every turn by NIMBYs.
Obviously more stringent rules and punitive taxes on landlords would help too, but social housing (including infrastructure) would probably be just as easy to do.
