   this is the most interesting part of the article, though it appears at the very end.

   Normally the very possibility is outside of the regular Overton window, and anyway is not a conversation that would be ordinarily be made public.

   It’s possibly signaling any of the following things: 

   A warning to Iran, that this is actually something being considered, guised as a rejection of the idea.

   Preemptive absolution of responsibility, while aware that Israel might still attempt it yet not acting to prevent it despite publicly disavowing it.

   Signaling to the public in a way to make the president appear restrained, or to gauge public reaction to the idea.
