For those wondering on the real answer to this, apparently it was a mislabelling of an acronym from a report made by CNN. Jeff, which should be JEFF, is the Joint Evaluated Fission and Fusion Project which have their own ‘nukes’ for research purposes.

That is simply not true. There was a huge amount of discussion that helping Ukraine will trigger ww3.
