The Latvian Saeima has passed a new law titled “On Restricting Transactions That Threaten National Security.” This law prohibits citizens of Russia and Belarus from purchasing real estate within Latvia. This information was released by the Latvian public broadcaster.
The ban applies to both individuals – citizens of Russia and Belarus – and legal entities registered in these countries. It is important to note that the restrictions only apply to new transactions made after the law comes into effect. Those who already own property may retain their ownership.
The law includes certain exceptions: holders of a permanent residence permit issued by Latvia may purchase a single dwelling. Additionally, Russian citizens have the right to inherit property from their relatives.
Similar restrictions have already been introduced in Lithuania, where they have been in effect since 2023, although temporarily. In April 2025, Finland also adopted a similar law allowing property purchases only by Russian citizens with permanent residence permits. The Finnish Ministry of Defense notes that this bill, which prohibits real estate transactions for citizens of high-risk countries, aims to strengthen the nation’s security.
