Is WhatsApp the problem here, or is it individuals skirting official communication channels (such as Microsoft Teams, which would presumably be auditable).
I suspect you’ll see a significant number of individuals affected simply switching to Signal.
I see this as a people problem, not an app problem.
It would be crazy to put any government information through Meta’s servers- they’ve repeatedly shown they can’t be trusted on any sort of privacy issues.

[They announced an end in December 2024](https://www.gov.scot/news/ending-the-use-of-non-corporate-mobile-messaging-apps/) how does it take a year to transition off the app?
