Can anybody please tell me why are these QR codes everywhere. I am currently in Ålesund and almost all the benches in nearby Aksla have QR codes on them.

It’s for donations to the organisation that’s placed and maintain the benches/area.
Vel is short for velforening, like a neighbourhood association

And Vipps (the logo above the QR code) is an online payment system.
Vipps is a payment app that is widely used in Norway. The purpose of these QR codes is to enable anyone who has that app to make a donation to the neighborhood association that is responsible for these benches.
So, these are tip cups, digitally

It’s the velforening (volunteers) asking for donations towards the upkeep of the benches and other facilities.
People from that area of norway is known for liking money a bit too much;)
