2. All that can be done at this time is to make it unprofitable to companies who would exploit the trees as a sources of revenue.

   Because this whole thing is driven by the pursuit of profit, going in has to be cost prohibitive. Exporting also, must be cost prohibitive. Traveling in the state must cost them. Being in the area must cost them. Crossing out of the state must cost them. Crossing into another state must cost them. Exporting out of the nation, must be an eye watering expense.

   The motivation for profit must be turned into an loss. Once an operation becomes a loss with no hope for a margin available, they will leave it alone.
