It should be one to one relationship. Spend £1.5 billion on a new road? Then you have to spend the same on public transport & active travel!
Problem is SF will vote in favour of these highly public bills/milestones and then reject any further bills, making the “target” merely a concept.
Lough Neagh for example: Announced they were “for” a plan to save it, just a few weeks ago quietly blocked the bill meant to begin the process.
Or DFI could have provided the evidence they were asked for, which they failed to do and where they did, it was inadequate.
This should not be a surprise however. I know I bang on about how bad they are, but they really are a shower of shite. Here’s what the PAC had to say about them a few years ago when they reviewed the A5 scheme

Exactly what part of the act are you suggesting needs ammeneded? And what part of the act prevents infrastructure from being built?
It isn’t a bill anymore. When a bill gets passed into law it becomes an Act of the Northern Ireland Assembly.

Every road infrastructure improvement project will be held up now because of this act
the act doesn’t block infrastructure being built. That’s like saying you can’t build a house because of building regs. You can, you just have to follow the law.
