The group was the Latvian National Union in Canada, and the exiles’ unity card (about as good a translation as I can give, sorry) was given to him because he had paid his membership fee (obviously).
A cool bit is the inscription at the top – “My gold is my nation, my honour is her honour”. And below the national coat of arms are the same words, that are inscribed on our Monument of Freedom – “For Fatherland and Freedom”.
